From April 1st of this year, the prefectural government will decentralize and transfer its industrial site location notification and reporting system to local municipal offices as follows:

METI Launches Industrial Location Subsidy Program Today

Today, METI announced details and has begun accepting applications for its domestic industrial promotion program using the FY2011 supplementary budget, which comprises a total value of 295 billion JPY for use in location subsidies.

A public briefing held by the Mie Prefectural Government in conjunction with METI will be held on Monday, December 5th.

International Seminar Enjoys Considerable Turnout

The Mie Prefecture International Seminar on Foreign Direct Investment was held this past Friday on October 21st and was an informative and enjoyable success.

Mie Ranks 9th in Japan in Industrial Survey

The preliminary results for the "Industrial Land Procurement Survey for the first half of 2011", conducted by METI, were released on October 22nd.

10ha of land was secured for use in 14 new industrial facility projects between January and July of 2011. This puts Mie at #9 in Japan in terms of the number of facility construction/upgrade projects. In terms of the actual amount of area secured for these projects, Mie stands at #20 in the country.

Breakdown
In the first half of 2011, there were 14 projects for which new industrial land was secured: 4 instances were for brand new plants (accounting for 4ha of land), and 10 instances were for plant expansions (accounting for 6ha of land).

Kikukawa Iron Works, Inc. to Build New Factory in Ise

KIKUKAWA IRON WORKS, INC., which produces manufacturing machinery for aerospace, shinkansen (bullet trains), and woodworking machinery, concluded an agreement with Ise city to construct a new production facility in Sun Support Square Ise Industrial Park in order to expand operations.

The estimated total investment value amounts to 1.1 billion yen and operations are slated to begin in May of 2012.


KIKUKAWA IRON WORKS, INC.

T&T ENERTECHNO, Co. Ltd. to Build New Factory for Lithium-Ion Battery Casings

T&T ENERTECHNO, Co. Ltd., a joint venture between Toppan Printing Co., Ltd. and Toyo Seikan Kaisha Ltd. that manufactures soft pack external casings (aluminum laminate film) for rechargeable lithium-ion batteries, concluded an agreement today with the Mie Prefectural Government to establish a new production facility in Tsu.

The total investment for the construction of facilities and infrastructure amounts to five billion yen.

Product manufacturing is slated to begin April of next year.

Mag-Isover Concludes 15 Billion Yen Investment Deal for New Factory in Mie

Mag-Isover, K.K., the Japanese arm of leading French giant Saint-Gobain, headquartered in Tokyo has formally announced plans to build a new glass and insulation materials production facility in Tsu. The total investment amounts to JPY 15 billion.

The formal proceedings for the site location agreement were conducted today at the prefectural government by Mag-Isover president/representative director François-Xavier Lienhart, Governor Suzuki, and other relevant officials.

Alcom, Inc. to Open New Factory in Tamaki

Alcom, Inc., a metal mold manufacturer for precision electronics components headquartered in Miyagi Prefecture, concluded an agreement with Tamaki Town on August 25th to construct a new production facility. The Prefecture co-signed with both parties to execute the site location pact. The Ise factory will commence operations from October of this year.

Prompted by the disaster in the northeast of Japan this March, Alcom decided to expand operations to central Mie in order to diversify risk. The move was supported by the Mie Prefectural Government's "Disaster-Affected Company Outreach Support Desk," which provides assistance to firms affected by the Great East Japan Earthquake.

Mie Prefecture Jointly Conducted Industry Tour for Mie University Exchange Students

On August 24th, the Mie Prefectural Government along with the Greater Nagoya Initiative Center (GNIC) and Mie University conducted an industrial tour for foreign exchange students currently studying at the university.

In the morning session, students listened to presentations by Mie Prefecture and GNI in order to understand the industrial background, merits, and potential of both. In the afternoon, students visited a metal parts manufacturing facility, where the tour participants were given an introduction to the company, taken through the major production sites, and witnessed pressing machines in action.

The president of the factory company concluded the tour by encouraging students to become a link between their home countries and Japan.

2011-2012 METI Public Offering Guidelines Released

Continuing last year’s program, guidelines for the FY2011 Subsidy Program for Projects Promoting Asian Site Location in Japan, including an application form, were released yesterday by the Ministry of Economy, Trade, and Industry (METI) and the Japan External Trade Organization (JETRO). Application submissions are now being accepted.

This program offers incentives to international companies that establish their regional headquarters or R&D site in Japan.

JETRO Announcement

Panasonic Optical Film to Build New Main Factory in Yokkaichi

Panasonic Optical Film Corporation concluded an agreement with Yokkaichi City on August 10th to establish a production plant for backlight reflective films found in LCD displays, tablet PCs, smartphones, and other products. The Prefecture co-signed with both parties to execute the site location pact.

Mie Welcomes Thailand Board of Investment Economic Delegation

On Tuesday, August 2nd, Mie welcomed a delegation of 38 Thai nationals aiming to promote Thailand-Japan industrial cooperation and economic investment.

Thirty eight members of 29 firms and government bodies from throughout Mie were present for a business exchange and networking event. The Thailand Board of Investment (BOI), Thai Subcontracting Promotion Association, and Mie Prefecture Federation of Chambers of Commerce and Industry co-hosted.

All participants received introductions of industry in Mie and Thailand and exchanged their future business goals in a series of networking sessions. The Thai delegation took factory tours and also later visited Ise. The event concluded with a networking reception where Governor Suzuki and Mr. Chanin Khaochan, Director of the Thailand BOI reiterated the importance of Thai-Japanese friendship. The event was a considerable success and should lead to increased economic cooperation between Thailand and Mie’s industries.

New Assistant FDI Coordinator Joins Industrial Investment Promotion Office

On Monday, August 1st, Vishal Jani joined the Mie Prefecture Industrial Investment Promotion Office succeeding the previous Assistant FDI Coordinator, Jeff Case. Vishal has been working in Mie for three years as a Coordinator of International Relations and is excited to begin assisting the team and help increase international investment in Mie.
